public governance: sc orders formation of civil services board

Hon' SC directs gov at centre state &UT's to set up a civil service board by enacting a civil services act under section 309 whtin 3 months till the parliament does not brings proper legislation for the same, in order to manage on transfer, postings, promotion process , reward, disciplinary action &punishments etc. and advice & guide the state govt on these matters, however the executives(ie netas or political bosses) could also overrule the advise but have to cite the reason for the same in recording, & hence making the system more transparent and accountable.
SC further says that civil servants do not have stability of tenure and hence face prob in achieving their professional targets and are transfered not in the interest of the civil society but at the whims of political bosses , specially in the state govt.

Dr amratya sen rightly pointed out that after right to food and work this being the most important duty of government to bring on as a legislative body.
comparing with countries developed(except usa) and developing like hongkong south korea taiwan etc have the right enforced for its citizen. example of china that before 1979 all residents were covered under the system but after that govt made it mandatory for all citizens to buy insurance cover for themselves and result was that from 100% cover it dropped to mere 12% and realising there fault in 2004 they again enforced the right and now the cover has gone upto 96%.
talking about preventive healthcare he says that govt at times even pays healthy amounts to private players for catastrophically ill patients whereas the deseas could be avoided at  very begining stage.
Talking about govt refraining from health care and education system in india he says that it is not so that govt can't do any thing, but that we have made the mentality towards it and given the opportunity to the private sector. Citing the example of how govt intervention and commitment has saved several lives in the phailin storm by evacuating millions of people from the coast, apart from the fact that it was 3 times more furious than katrina storm,;dr sen seems justifying his argument.
Dr sen presents very clear view that economically linking the cause of less gdp allocation on healthcare ie about 1.2% as compared to 3% in china we are on the wrong move, as he suggests that mostle the driving force of economic development in asia and specially that of india is large himan capital available and once you spend more towards its healthcare more the economy will be developed.

Introductory note to begin with

Lust rarely gets a place in a formal conversation specially among the civilised ones or atleast for the ones who poiss to be so...,but for me lust has different meaning for one, as one sails throu different shades and ages of life. For me there is no dobt and even no hesitation to admit that yes truckful of my achievements find there source in the same.


For this age yes it is driving me crazy for upsc which never before in my life i even dare to think that a day in my life i will be lustfull for it.

Ny waz not talking about upsc but till this moment in my life, when i look back i see not even a single chance when my lust has deceived me...and yes here im not talking about my studies or career only, this has very big sphere and nearly my whole character is a big example of it.
